[Public Verification] Is PERSOL CAREER Really “Silent”?

Below is the English translation of the article:

“【公開検証】パーソルキャリアは“本当に”音信不通なのか?”

originally published on April 15, 2025 by Inclusive Solutions LLC.

This English version is intended for overseas readers, including international investors, members of the PERSOL Group, and individuals involved in HR and compliance.

If you find any mistranslations or inaccuracies, please contact us.

The Japanese original is below:

“Do not ever contact the customer anymore.”
— That was the one-line order we received from someone claiming to be the “Customer Center” of PERSOL CAREER CO., LTD.,
who refused to identify themselves by name or position.

Since that message, there has been no identification, no lawyer’s contact, and no official comment from the company.

However, while PERSOL cut off communication and the project remained stagnant, the end client sent us an administrative email.
On April 15, 2025, we received a message as usual asking us to “return the required documents.”

The end client is requesting that we provide necessary documents.
Meanwhile, PERSOL CAREER’s HiPro Tech Contact Center tried to block communication by even fabricating a “fictional legal counsel.”
What does this contradiction mean?

To confirm who exactly PERSOL CAREER refers to as “the customer,”
we sent another email to all project stakeholders, requesting confirmation on the following points.

April 15, 2025, 15:06 — Email from the End Client to Us

First, here is the full text of the email sent from the end client company to us (with specific names removed).

Subject: Regarding the return of the data deletion/disposal certificate

Dear Mr. Abe,

This is [End Client Name], [Representative’s Name].

I am contacting you to confirm something.
It seems that the certificate of data deletion/disposal has not yet arrived at our office.
On Friday, April 4, you informed us that you would arrange it over the weekend,
but could you please let us know the current status?

We apologize for the trouble and thank you for your cooperation.

Best regards,
[Representative’s Name]

However, our company had previously been instructed by PERSOL CAREER’s so-called “Customer Center” or “Contact Center” never to contact the client.
Below is an excerpt from that email.

HiPro Tech Customer Center here.

We are replying on behalf of our employees and customers to the email you sent today.

Please refrain from further contact with our employees and customers.

If you wish to contact us in the future, please do so through your attorney. Our legal counsel will respond on behalf of our company.

For details, please refer to the article below.

In addition, we were told that future communication would be handled “by the company’s attorney.”
Although we were deeply disappointed by this situation, we still hoped that a legal representative could facilitate smoother discussions, and therefore we publicly submitted a list of questions to PERSOL CAREER’s legal counsel.

However, even after more than a week since this “public inquiry,”
PERSOL’s HiPro Tech Contact Center has failed to fulfill its own promise to “arrange discussions with the legal representative.”
Time simply passed without any response.

It seems that even the end client became confused by PERSOL CAREER’s prolonged silence.
Out of consideration for the client’s concern, we sent the following reply.

April 15, 2025, 23:10 — Our Email to Project Members

To: PERSOL CAREER HiPro Tech Division
Cc: Project Manager from another company, End Client Representatives

Dear all,
This is Abe from Inclusive Solutions LLC.

This morning, we received a regular administrative message from the end client,
asking us to resume the mailing procedure for required documents.

However, prior to this, PERSOL CAREER CO., LTD. requested that we “not contact the customer (i.e., the end client),”
and therefore we have temporarily suspended the mailing out of respect for that instruction.

We would now like to ask for your official direction on how to proceed.
Also, as previously stated, you mentioned that “your legal counsel will respond,”
but we have not yet received any contact from such counsel.

Please kindly respond to the following points by the end of today:

・May we follow the end "CLIENT’S" instruction to proceed with the task?
・Who is the attorney in charge of this matter?
・Should the published article be deleted, or do you consider it acceptable as is?

Please note that all responses will be kept as records,
and may be made public for reasons of social accountability.

Additionally, please understand that
emails without the sender’s full name, department, and position
cannot be treated as official business correspondence.

Thank you for your attention.

Sincerely,
Kousuke Abe

About the Publication of This Article

We published this article immediately after sending the above email.
In other words, this verification — “Is the company truly silent?” — is happening in real time.

If a response comes, we will publish it.
If no response comes, that will be recorded.

Either way, our stance remains clear:
when a company loses its willingness to communicate with society,
it becomes our mission to preserve the facts and the record on behalf of the public.

Conclusion

A company’s reputation is no longer supported by press releases,
but by daily actions and transparency.

We believe that PERSOL CAREER’s current silence
is not merely an absence of public relations activity,
but a state of organizational paralysis and an escape from accountability.

We hope that this ongoing verification
will help raise new questions about the relationship between corporations and society.

As usual, PERSOL remains unresponsive.

This “silence” continues even though:

  • The end client has already suffered actual harm.
  • The “Silence” is being reported in real time and publicly online.
  • Four PERSOL project members, including an Assistant Manager, were CC’d on the correspondence.

This case should be recognized more widely as
a situation in which PERSOL CAREER, not the freelancer, went away,
even though the freelancer had been working on the project through HiPro Tech.

In an industry where trust is paramount,
this is clearly a matter of Investor Relations (IR).
We strongly encourage PERSOL Group’s investors
to raise this issue at the upcoming shareholders’ meeting.
