Background of This Statement
As of July 30, 2025, Inclusive Solutions LLC hereby formally declares that PERSOL CAREER Inc., which has been at the center of the HiPro Scandal, is a company with governance failure and systematic compliance violations.
Our company will continue to conduct independent investigations and publish related reports.
In our previous articles regarding the HiPro Scandal, we have intentionally used indirect expressions such as:
- “Suspected unauthorized legal practices”
- “Signs of governance failure”
- “Concerns over compliance issues”
These cautious expressions were chosen to minimize the risk of defamation or interference with business operations, while ensuring careful and responsible reporting.
However, more than four months have passed since the initial discovery of this scandal, and PERSOL CAREER Inc. has failed to fulfill its accountability or to provide any official rebuttal.
During this period of silence, Mr. Teppei Nomura, who served as the Head of HiPro Tech, has effectively disappeared from public view, with no internal or external explanation provided by the company.
Consequently, this prolonged silence has reached the stage where society interprets it as tacit acceptance and approval.
Social Significance and the Necessity of Whistleblowing
The HiPro Scandal is not merely a contractual dispute between a company and an independent contractor.
It represents a multi-layered case of governance breakdown rarely seen in Japan’s economic history, involving:
- Possible execution or tolerance of unauthorized legal practices
- Contract structures potentially constituting double legal representation
- Silence from the compliance division
- The effective disappearance of the department head
- The hollowing-out of internal control reports
- Concealment of the HiPro Tech department and its brand reorganization tactics
The PERSOL Group employs approximately 80,000 people and has annual revenue of about 1.5 trillion yen, making it one of Japan’s leading corporations.
That such an organization can experience this level of corruption and concealment without social accountability or media scrutiny is a deeply alarming situation.
